On September 11, the graduation ceremony of the Advanced Training Program for Outstanding Safety Management Personnel of Chemical Enterprises at the Ningdong Base was held. Attending the ceremony were Tu Kecheng, Member of the Party Working Committee and Deputy Director of the Management Committee of Ningdong Energy and Chemical Industry Base; Li Shuangkui, Deputy Director of the Emergency Management Bureau under the Management Committee of Ningdong Energy and Chemical Industry Base; Hao Jun, Member of the Party Committee and Vice Chairman of the China Chemical Safety Association; Yang Hong, Vice Dean of the School of Chemical Engineering and Technology, Tianjin University; and Wang Yanqing, General Manager of the Safety Management Center of Ningxia Baofeng Energy Group. Zhang Zhenhua, Director of the Emergency Management Bureau under the Management Committee of Ningdong Energy and Chemical Industry Base, presided over the event.

The attendees on site highly affirmed and praised the program’s organizational effectiveness and the trainees’ learning outcomes, and congratulated all trainees on successfully completing their studies.

Zhang Zhenhua especially commended 11 trainees who achieved excellent defense results and announced that all graduating trainees had been selected into the Ningdong Chemical Safety Expert Database. He also expressed the hope that everyone would make greater contributions to Ningdong’s work safety in the future.

In his speech, Hao Jun advised the trainees: adhere to philosophy-driven guidance and shift management perspectives; effectively transform learning outcomes and promote the transition of safety management from post-incident handling to pre-incident prevention and source governance; play an exemplary and leading role and provide good internal mentoring and experience transmission within enterprises; maintain lifelong learning and rely on the training platform for continuous exchange and sharing. He stated that the China Chemical Safety Association will continue to take root in Ningdong, leverage its expert resource advantages, provide technical assistance, diagnostic services, and talent cultivation for base enterprises, and work hand in hand with enterprises to build a solid safety defense line.

Li Haoyu, a trainee representative from Ningxia Baofeng Energy Group Co., Ltd., expressed sincere gratitude to the Management Committee and relevant departments for carefully organizing the training, to the China Chemical Safety Association and Tianjin University for jointly organizing the program, and to all the experts for their hard work. He reviewed the growth journey of the program since it set sail in April 2025, during which it held seven concentrated learning sessions with cumulative class hours exceeding 100. He said he would apply what he learned, be courageous in innovation, play a leading role, bring cutting-edge concepts and professional knowledge back to his enterprise, and jointly build a solid safety defense line for chemical enterprises in Ningdong Base.

This advanced training program was jointly organized by the China Chemical Safety Association and Tianjin University, with strong support from the Management Committee of Ningdong Energy and Chemical Industry Base. Since its launch in April 2025, it has held five intensive training sessions and two study sessions in Ningdong and at Tianjin University. The program established an integrated training model combining theoretical teaching, practical drills, thematic salons, enterprise study tours, and graduation defense. The graduating trainees will return to their respective posts with new concepts and new tools, transform the training outcomes into practical results in enterprise safety governance, drive the improvement of safety literacy among all staff, and continuously enhance the overall safety management level of the chemical industry in Ningdong Base.
