On February 27, the National Video Conference on Safety Supervision of Hazardous Chemicals was held in Beijing. The meeting thoroughly studied and implemented General Secretary Xi Jinping’s important expositions on work safety, earnestly implemented the guiding principles of the National Video Conference on Work Safety and Forest & Grassland Fire Prevention, as well as the National Emergency Management Work Conference. It reviewed work, analyzed problems, assessed the situation, clarified the direction, and arranged and deployed key safety supervision tasks for 2026. Hu Minglang, Member of the Party Committee and Vice Minister of the Ministry of Emergency Management, attended the meeting and delivered a speech.

The meeting pointed out that in 2025, relevant departments of emergency management across the country resolutely implemented General Secretary Xi Jinping’s important instructions, earnestly carried out the decisions and arrangements of the Party Central Committee and the State Council. They comprehensively deepened the special governance of major safety risks, accelerated the improvement of information-based and intelligent supervision capabilities, and expanded in-depth training on safety quality for practitioners. Continuous improvement has been achieved by these efforts effectively in the intrinsic safety level of key industries and sectors, safety supervision support service system, and solid implementation of work safety measures. The total number of accidents in industries and sectors such as chemicals, hazardous chemicals, fireworks and firecrackers, and oil and natural gas nationwide has steadily declined, and the overall work safety situation has remained stable.

The meeting emphasized that 2026 marks the start of the 15th Five-Year Plan period and the concluding year of the Three-Year Action to tackle the root causes of work safety. All regions and departments must accurately grasp the historical position, correctly understand the situation and challenges, and scientifically determine methods and paths. They should adhere to a work style of focusing on implementation, always establish and practice a correct view of political achievements, effectively curb major and extraordinarily serious accidents, and unswervingly promote the modernization of the hazardous chemicals safety governance system and governance capacity. Key efforts should focus on: closely monitoring major safety risks and precisely implementing various prevention and control measures; concentrating on the improvement of chemical industrial parks and the survival of the fittest among enterprises in work safety to continuously enhance the quality and effectiveness of intrinsic safety transformation; focusing on human factors and continuously strengthening professional capacity training; taking the transformation of governance models to proactive prevention as the guide to steadily improve digital and intelligent safety management levels; and seizing the opportunity of the implementation of the Law on Safety of Hazardous Chemicals to improve and perfect the safety supervision support system.

At the meeting, the Emergency Management Departments of Zhejiang, Fujian, Hubei, and Gansu provinces, as well as China National Petroleum Corporation and the State Pipe Network Group, delivered exchange speeches. Responsible people from emergency management departments at provincial-level , relevant departments and units of the ministry, relevant central enterprises, and industry associations attended the meeting.
