China Chemical Safety Association

The China Chemical Safety Association （CCSA）convened its 2026 Staff Congress in Jinan from February 10 to 12. The meeting thoroughly reviewed the development and achievements over the past five years, analyzed the new situation and challenges it currently faces, and scientifically planned the goals and key tasks for the next stage, with group discussions held on the implementation measures for various key tasks. It also commended advanced models, encouraging all staff to stay true to the original aspiration through solid actions, shoulder missions with sincere dedication, and strive to compose a new chapter for the high-quality development of CCSA. Lu Nianming, Secretary-General of the Party Committee and Executive Vice Chairman of CCSA, attended the meeting and delivered a speech, and Ma Xinni, Deputy Secretary-General of the Party Committee, Vice Chairman and CCSA Secretary-General, presented work report.

The meeting pointed out that over the past five years, guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the association has thoroughly implemented the important instructions and remarks of General Secretary Xi Jinping on work safety. It has facilitated the smooth progress of the "last mile" through expert guidance and services, rooted safety concepts at the grassroots level by imparting knowledge, resolving doubts and teaching skills, and promoted the “transformation of hazards into safety" through publicity, exchanges and mutual learning. The Association has continuously built new platforms and launched new standards, striding forward on the new journey of high-quality development.

The meeting emphasized that at present, the chemical industry is witnessing prominent trends of park-based development, large-scale chemical installations and intelligent chemical production. The pressure of major hazard sources controllers in fields such as petrochemicals and coal chemical industry remains high. However, the fundamental problems of insufficient safety investment, low automation level, uneven quality of employees and weak safety support capacity in some small and medium-sized enterprises have not been solved yet. It is imperative for the association to gather professional forces, connect resources from all parties and jointly address the difficulties in the safe development of the industry. The association must face up to the shortcomings such as the mismatch between the construction of the professional talent team and the demand for consulting services, and the insufficient innovation in service models. It needs to comprehensively break bottlenecks, upgrade capabilities and create high-quality services, so as to demonstrate new accomplishments and make greater contributions to safeguarding the high-quality development of the industry.

The meeting required that standing at a new starting point of development, CCSA must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, seize the opportunity of key cultivation by the Central Ministry of Social Work and the Ministry of Civil Affairs, and build itself into a world-class association that the government can rely on, the industry cannot do without, enterprises trust, and enjoys international influence. It must unswervingly uphold the overall leadership of the Party, strictly implement the detailed rules for the incorporation of Party building into the articles of association, and create a healthy, upright and positive working atmosphere for pursuing career development. It must accurately align with the government's requirements, improve the quality and efficiency of expert guidance and services by optimizing service models and applying digital tools. It must sort out and summarize experience, strengthen precise risk-centric services, and help enterprises consolidate the foundation of work safety. It must accelerate the development of high-quality courses and carry out the activity of "delivering training to enterprises" to support the talent cultivation of the industry. It must integrate resources from all parties to conduct special research and revision of standards, and strengthen the leading role of standards. It must boost scientific and technological innovation, and promote the empowerment of digitalization and intelligence to improve the safety level of the industry. It must further implement the strategy of strengthening the association through talents, and build a high-level expert team with firm political stance, exquisite professional skills and rigorous work style. It must strengthen its branch institutions, give full play to the role of special working groups in high-risk sub-sectors, and help the industry improve the intrinsic safety level. It must further build international exchange platforms, broaden the global vision of member units and enhance the international influence of CCSA. It must strengthen internal governance, improve the modern corporate governance mechanism featuring law-based autonomy, clear rights and responsibilities, and coordinated operation, and strive to win the battle to maintain the 5A grade accreditation.

During the meeting, all departments discussed the work report, exchanged and analyzed the problems faced in the current work, and deliberated on the implementation measures for the key tasks in the next stage.

The meeting also commended the collectives and individuals who won honors such as the Advanced Departments, Excellent Project Departments, Advanced Workers, Young Models, Trade Union Activists and Excellent Article Awards of 2025.
