1. Thorough Implementation Of The Spirit Of The Eight Central Regulations And Development Of Conduct Improvement On The Regular And Long-Term Base
In 2025, the Association thoroughly carried out education on deeply implementing the Central Committee's Eight-Point Decision, organizing Party members and staff to deeply study and comprehend General Secretary Xi Jinping's important expositions on strengthening Party conduct. It adhered to the integrated advancement of study, inspection, and rectification, genuinely addressing prominent issues with determination. 3. CCSA Party Committee Honored as "Advanced Primary-Level Party Organization of National Industry and Commerce Associations"

In 2025, the CCSA continued to deeply carry out expert guidance services for 73 national key counties for hazardous chemicals, as well as for high-risk sectors such as nitration, ammonium nitrate, organic peroxides, hydrogen peroxide, and for small and medium-sized oil and gas storage enterprises. It supported expert guidance services for hazardous chemicals enterprises in provinces, municipalities, and autonomous regions such as Heilongjiang, Guangdong, Hainan, Guangxi, and Henan. Three training courses were held in Lanzhou, Shenyang, and Yichang, training over 600 local experts for key counties to enhance their professional capabilities. The guidance services focused on five types of "recurring" issues including management of special operations, contractor management, alarm management, operational violations, and employee qualifications, helping enterprises prevent and resolve major safety risks in hazardous chemicals, promoting key regions to deepen the three-year campaign for fundamental improvement in work safety, and continuously enhancing local safety production levels.

6. CCSA Process Safety Assessment System Upgraded with Implementation in 16 Enterprises Including Sinopec, ChemChina, and Sichuan Yongxiang
In 2025, the CCSA completed the iterative optimization of the core logic of the CCSA Process Safety Assessment model, constructing a scientific assessment system covering all dimensions of "Barriers-System-Culture-Capability," which was successfully implemented in 16 enterprises including Sinopec, ChemChina, and Sichuan Yongxiang. This system precisely targets key links in process safety management. By strengthening pre-emptive prevention and control of process risks, ensuring reliable operation of safety barriers, promoting the standardized implementation of process management, and deepening the permeation of safety culture, it assists enterprises in transitioning from "passively responding to accidents" to "actively preventing risks," providing an efficient and feasible solution for the chemical industry to prevent and control process safety accidents.

7. Industrialization of Independently Developed Continuous Nitration Process Technology Successfully Achieved
In September 2025, the CCSA's independently developed five-step continuous nitration synthesis technology for a carfentrazone-ethyl intermediate achieved industrial operation at Huai'an Guorui Chemical Co., Ltd. and passed expert review and acceptance in December. This technology adheres to the core requirements of the guiding opinions on safety risk prevention and control for nitration processes. Relying on precise process optimization design and reliable application of new equipment, it not only significantly reduces safety risks during the reaction process but also improves production efficiency and product quality. It aligns with the policy direction of safe and green development in the chemical industry, lays a foundation for the Association to deepen research on inherent safety technology, and holds important demonstration significance and industry-leading value for promoting the improvement of inherent safety levels in the chemical industry.

8. 10 Group Standards Released, Including Special Work Guardian Responsibilities, to Support Industry Safety
In 2025, based on the needs of industry safety development, the CCSA released 10 group standards. Among them, Special Work Guardian Responsibilities, as an important supplement to the national standard Safety Specification for Special Operations in Hazardous Chemicals Enterprises, puts forward clear requirements for the competence, training, assessment, and responsibility fulfillment of fire watchers, receiving widespread attention from the industry. The Application Guide for Hazard Identification (HAZID) standardizes the hazard identification process, helping to promote the transformation of enterprise safety management from post-incident handling to pre-incident prevention. The Standard Test Method for Determining Thermal Stability of Chemicals by Differential Scanning Calorimetry aligns with international advanced standards, providing a scientific testing method for determining the thermal stability of chemicals and filling the gap in technical specifications in the field of reaction thermal risk assessment in China.

9. Making Positive Contributions to Industry Professional Safety Talent Cultivation and Hazardous Chemicals Safety Knowledge Popularization Through Online and Offline Efforts
In 2025, the CCSA continued to enrich the resources of the "Chemical Safety" education and training online platform, developing series courses for high-risk processes such as nitration, chlorination, fluorination, diazotization, and peroxidation to help enterprises prevent and control major risks. It produced and launched a series of video courses interpreting General Specification for Work Safety Standardization of Hazardous Chemicals Enterprises (GB 45673—2025), as well as short safety knowledge videos on ammonium nitrate, hydrofluoric acid, etc., to promote the dissemination of hazardous chemicals safety regulations, standards, and safety knowledge. It held 25 sessions of "Chemical Safety" online live broadcasts, attracting nearly 400,000 cumulative views. It developed specialized training programs: the high-level seminar for outstanding safety management personnel of enterprises in the Ningdong Energy and Chemical Base, jointly held with Tianjin University, was promoted throughout the Ningxia region; the professional and technical personnel capability enhancement training tailored for the Chlor-Alkali Business Division of Chem-China became a model for industry-education integration in talent cultivation.

10. Successfully Hosting International Exchange Events as the 6th China International Symposium on Chemical Process Safety
In 2025, the CCSA actively served the national strategy of opening up, responded to the "Belt and Road" initiative, fully leveraged its role as a bridge as a social organization, and built international exchange and cooperation platforms. It successfully hosted international exchange events including the 6th China International Symposium on Chemical Process Safety, the China Session of the 21st Global Conference on Process Safety, and the training course for the "Belt and Road" Countries Enterprise Safety and Sustainable Development Capacity. These events not only showcased China's new concepts, technologies, and achievements in chemical industry safety development to foreign counterparts but also promoted mutual learning and exchange of Chinese and foreign safety management standards and technologies, contributing the CCSA strength to building a new pattern of international cooperation for sustainable development in chemical safety.
