Sharing Experience, Joining Forces for Progress – The Work Seminar of CCSA Permanent Project Offices Held in Beijing
On November 29, the China Chemical Safety Association (CCSA) held the Work Seminar of Permanent Project Offices in Beijing. The participants exchanged and discussed effective measures for preventing and curbing accidents and improving service quality, shared experience and good practices, and built consensus on delivering high-calibre safety services.

Lu Nianming, Secretary General of the Party Committee and Executive Vice Chairman of the Association, attended the meeting and gave instructions on the work of the permanent project offices. Ma Xinni, Deputy Secretary of the Party Committee and Vice Chairman & Secretary-General, delivered the opening address.
The thematic discussion segment was practical and efficient. Zhang Yuping, Deputy Chief Engineer of the CCSA, presented a special report titled "Standardization as the Foundation, Specialization as the Engine — Comprehensively Enhancing the Brand Value and Service Efficiency of Resident Project Offices". Participants conducted group discussions around the report and pathways to improving on-site service quality, producing a series of concrete outcomes that provide clear direction for follow-up work.

The experience-sharing segment featured numerous highlights. Heads of six permanent project offices (Nantong, Xuwei, Tai'an, Tangshan, Yantai Economic & Technological Development Zone, and Karamay) reported respectively on Party-building guidance, work results, and work-style building, sharing a batch of replicable excellent practices such as "enterprise tailored services", "small-cut-point" special services, and "accident-analogous hidden-danger screening" services.
The training and communication segment provided targeted capacity building. To promote intelligent and digital transformation of guidance services, the meeting organized application training on the Intelligent Compliance Platform and the "Transferring Danger into Safety" Education & Training 2.0 Platform, offering tool support for high-quality safety services of project offices. In addition, several special training sessions were conducted, covering expert professional ethics improvement, common problems in technical reports, common issues in news reporting and public-opinion response, helping permanent project offices improve service quality and work efficiency.
It was pointed out at the meeting that in recent years the CCSA's permanent project offices have continuously summarized experience, shifted their service philosophy, and adopted a professional, normalized and embedded service model, effectively improving the inherent safety level of the served regions and becoming an important professional force for safeguarding the safe development of hazardous-chemical enterprises. However, as society pays increasing attention to safety production and various regulatory policies are introduced successively, government departments set ever-higher service standards, and the forms and contents of services are adjusted dynamically, which poses higher demands on the comprehensive ability of Association experts to handle complex situations.
The leadership emphasized aspects as follows:
To strengthen inter-departmental coordination, integrate advantageous resources of the Association, pool development synergy, build an "all-in-one" development pattern, and substantially enhance collective competitiveness.
To accurately match the personalized needs of local governments, create characteristic brands, foster differentiated resident-service models, and achieve the upgrade from "general safety services" to "pain-point-solving services".
To clarify the appointment criteria and job responsibilities of project-office directors, establish and improve a performance-assessment system; strengthen self-building, enhance technical training, and refine the detailed rules for expert assessment and management.
