To strengthen the competence of local experts in key counties for hazardous chemicals, the  third training course（2025） for local experts from key counties on hazardous chemicals was conducted from September 9 to 12 in Yichang, Hubei Province.

During the training, experts from the China Chemical Safety Association interpreted the "2025 Guidance Catalog for Key Items in Law Enforcement Inspection of Work Safety at Hazardous Chemical Enterprises," the "2025 Safety Risk and Hidden Danger Inspection Form for Enterprises in Key Hazardous Chemicals Counties," as well as the upcoming mandatory safety standard "Safety Management Regulations for Fine Chemical Enterprises." They also introduced the workflow and methods for expert guidance services and conducted specialized training on professional ethics and work style development for experts.

Practical hands-on training were introduced during the course. Instructors set up specific scenarios, displayed on-site hidden-danger photos, and guided local experts step by step to carry out high-quality hazard screening and to explore the root causes of problems. Participants held lively discussions based on their local realities, which not only solved some daily work puzzles but also deepened their understanding of standards such as the "Safety Management Specification for Fine Chemical Enterprises" and the "Criteria for Determining Major Production Safety Accident Hidden Dangers in Chemical and Hazardous Chemical Production and Operation Enterprises (Draft for Comments)".

After several days of intensive study, the participants broadened their thinking, widened their horizons and enhanced their capabilities, successfully completing all training tasks and passing the examinations.

The training instructors also organized regulatory personnel to visit the practical training base and smart management center of the Xingfa Group Training Center, where they observed first-hand training programs such as hazardous processes, special operations and heat-exchanger maintenance, and learned the integrated training model of "theoretical learning—simulated operation—certification assessment" as well as the enterprise's intelligent management approach.

More than 200 safety regulatory personnel and local experts from 27 key counties of hazardous chemicals in 10 provinces attended the training, such as Hubei, Jiangxi and Anhui.
