“Guidelines for Capability Evaluation for Fine Chemical Reaction Safety Risk Assessment Organization”Has Been Released and Implemented
In order to standardize the management of fine chemical reaction safety risk assessment organizations, enhance the capability and service of assessment organizations, and strengthen the industry self-discipline, China Chemical Safety Association (CCSA) took the lead in drafting the group standard “Guidelines for capability evaluation for fine chemical reaction safety risk assessment organization”, which was released and implemented on March 3rd. This standard is the first group standard in China for rating the capability of fine chemical reaction safety risk assessment organizations.
By introducing the internationally recognized “conformity assessment” management concept and working method, the standard puts forward the specific requirements for assessing the capability of the assessment organizations, including basic conditions, resource requirements and assessment process requirements, etc., and carries out a comprehensive assessment of the assessment organizations from qualifications, personnel capability, equipment and facilities, process management, and system operation. It distinguishes different technical grades based on the actual capability, operation and management of organizations, and ensures that organizations have the basic conditions and technical competence to carry out the risk assessment of fine chemical reaction safety.
The standard adopts third-party certification to implement competence evaluation of assessment organizations, which can identify problems in the basic conditions, resource requirements and evaluation process management of assessment organizations more objectively. Through the evaluation, the assessment organization can clarify its status in the industry and enhance its reaction safety risk assessment service capability, and strengthen its competitiveness. Meanwhile, the introduction of the third-party certification mechanism also enriches the methods of traditional industry self-regulation and management, and contributes to guiding the industry’s service towards high-quality development.
Fine chemical reaction safety risk assessment is an important aspect to ensure the safety production of chemical companies, and the accuracy and reliability of the assessment results are directly related to the production safety of companies. The late start of domestic fine chemical reaction safety risk assessment, scarcity of professionals and deficient experience result in the uneven assessment capabilities of different organizations engaged in fine chemical reaction safety risk assessment and the low quality of some assessment reports, causing companies to be at a loss in choosing an assessment organization despite their demand.
In order to solve this dilemma, CCSA took the lead in drafting the standard, and then commissioned a third - party certification organization to carry out a pilot review of three different types and sizes of reaction safety risk assessment organizations based on the standard in October 2024. This verified the standard as scientific, feasible and forward - looking, and laid the foundation for its nationwide promotion and implementation. CCSA will continue to improve the standard system and strengthen the capabilities of fine chemical reaction safety risk assessment organizations to ensure the safety production of the chemical industry.
