"Guidance for Drafting Safety Requirements Specification (SRS) of Safety Instrumented System(SIS)" Has Been Released and Implemented

Led by the China Chemical Safety Association (CCSA), Synfuels China Technology Co., Ltd. and Beijing Safety Science & Technology Co.,Ltd. compiled the group standard “Guidance for drafting safety requirements specification (SRS) of safety instrumented system(SIS)” (T/CCSAS 054-2025), which was released and implemented on March 3rd. The standard enables chemical companies to standardize the compilation requirements of safety requirement specifications to ensure the correct design and usage of safety instrumented systems.

 

The standard provides guidance on the general requirements for the compilation of safety requirement specifications, nodes and processes, input information, content and document structure, and offers explanations for confusing concepts, key aspects and contents of general concern. It provides technical support and reference examples for the “Guidance of the State Administration of Work Safety on Strengthening the Management of Chemical Safety Instrumented Systems” ( General Administration of Work Safety No.3〔2014〕116), and “Petroleum Chemical Industry Safety Instrumented System Design Code (GB/T 50770-2013), Functional Safety of Safety Instrumented System in Process Industry (GB/T 21109). The standard plays an important role in strengthening the management of the whole life cycle of the safety instrumented system and meeting the practical needs of the project.

 

It should be noted that the example of compiling a safety requirement specification given in Appendix D of the standard is not a requirement but an example. The degree terms used in the example clauses are also examples only. Different engineering companies may have different options when meeting the requirements of the standard and regulatory documents.

 

Since the release of the Guidance of the State Administration of Work Safety on Strengthening the Management of Chemical Safety Instrumented Systems in 2014, safety Instrumented systems have been receiving increasing attention. The focus has changed from whether a safety instrumented system is set up in early days to whether a safety instrumented system is set up correctly. An important aspect to ensure the correct setup and usage of safety instrumented systems is the compilation of safety requirement specifications. In addition, more and more standards and documents also put forward the demand for the compilation of safety requirement specifications, such as “Chemical Process Safety Management Guidelines” (AQ/T 3034-2022) and“Petrochemical Safety Instrumented System Design Specification” (GB/T 50770-2013).
