The Nitration Branch of the China Chemical Safety Association (CCSA) held its second members’ meeting in Hangzhou, Zhejiang Province on December 26, 2025. Zou Ping, Director of the Hazardous Chemicals Division of the Zhejiang Provincial Department of Emergency Management, delivered a speech at the event. Ma Xinni, Deputy Secretary of the Party Committee, Vice President, and Secretary-General of CCSA, attended the meeting and delivered remarks.

The meeting pointed out that over the past five years since its establishment, the Nitration Branch has carried out effective work in areas such as providing expert safety guidance and services to nitration enterprises, advancing the implementation of nitration safety risk assessments, full-process automation upgrades, and the application of continuous flow technologies, as well as building communication platforms between the government and enterprises. These efforts have contributed to enhancing the intrinsic safety level of the nitration industry and expanding the influence of the Nitration Branch.

The meeting emphasized that nitration safety is a top priority in high-risk specialized fields. All member units of the Nitration Branch must raise their political awareness, deeply learn from past industry accidents, address shortcomings and weaknesses in safety management, and resolutely prevent the occurrence of all types of incidents. They must conduct comprehensive benchmark and self-assessment to address issues such as inadequate understanding, insufficient learning from lessons, and lapses in managing major risks. The branch should fully leverage its role by maintaining high standards in providing expert guidance and services, establishing high-quality “one enterprise, one solution” safety risk records, promoting high-level automation upgrades and process technology improvements, efficiently utilizing the expertise of nitration professionals, and setting ambitious goals to cultivate competent personnel within nitration enterprises.

The meeting elected a new committee for the Nitration Branch. He Xubin, Deputy General Manager of Zhejiang Longsheng Group Co., Ltd. and Dean of Zhejiang Longsheng Research Institute, was elected as the Chairperson. Liu Xiaowu, Yang Wanhong, Dong Wenxue, Tao Guoli, Ding Xingcheng, Li Jianchuan, and Ge Shuwen, were elected as Vice Chairpersons.

On behalf of the new committee, He Xubin delivered a speech. He noted that all member units should strive together and forge ahead to further contribute to the safe development of the industry. The branch must identify its position clearly, continue to serve as an assistant and advisor to the government, act as a bridge and link, and strive to become a strong pillar of the safety production assurance system. Efforts should be made to strengthen internal development and enhance the cohesion of the Nitration Branch. Innovation should be prioritized to continuously improve the safety production standards of enterprises. Adherence to standards must be strictly upheld, with a focus on formulating and implementing safety regulations. Emphasis should also be placed on building platforms to enhance the vitality and influence of the Nitration Branch.

The meeting also reviewed and approved the work report of the Nitration Branch. The report summarized the work of the past five years and outlined key tasks for the next phase.

The representatives from member companies of the Nitration Branch attended the meeting as well as officials from relevant provincial, municipal government, and industrial park emergency management departments.
