The 2025 Second Training Course for Local Experts in Key Counties with Hazardous Chemicals Held in Shenyang

The second training course for local experts in key counties with hazardous chemicals in 2025 was held in Shenyang, Liaoning from July 1st to 4th, in order to enhance the team building of local experts in key counties with hazardous chemicals. More than 200 local experts and emergency management personnel from 26 key counties in 10 provinces, including Shandong, Shanxi, and Henan, participated in the training.

Wang Kun, the head of the Hazardous Chemicals Division of the Liaoning Provincial Department of Emergency Management, and Qin Gaowu, the vice president of Shenyang University of Chemical Technology, attended the opening ceremony held on July 1st and delivered speeches. Cheng Changjin, the Chief Engineer of the China Chemical Safety Association, presided over the ceremony.

 

During the training, experts from the China Chemical Safety Association provided in-depth interpretations of the “Safety Management Specification for Fine Chemical Enterprises,” the “2025 Guidance Catalogue for Key Issues of Law Enforcement Inspection on Work Safety Production in Hazardous Chemicals Enterprises,” and the “2025 Safety Risk and Hidden Danger Investigation Form for Enterprises in Key Counties with Hazardous Chemicals.” They systematically explained the procedures and methods of expert guidance services and conducted special training on the professional qualities of experts and work style construction.

The training course also focused on practical operations. The instructors set up specific scenarios, displayed pictures of on-site hidden dangers, and guided the local experts step by step to conduct high-quality hidden danger investigation and to explore the underlying causes of hidden dangers. The participants fully exchanged questions in their work and shared typical experiences and practices.

 

After three-day intensive study, the participants broadened their thinking, expanded their horizons, and enhanced their capabilities, successfully completing all the training tasks and the assessments.

 

At the closing ceremony, Cheng Changjin encouraged the local experts: “To be an expert in checking hidden dangers based on production process, pay attention to the risks in process operation, improve risk control measures and put forward systematic solutions; also to be an expert in checking hidden dangers based on safety risk, understand the risk points existing in the enterprise, and assess whether the existing preventive and control measures for risk are effective; and more importantly, to be an expert in guiding and helping. As helping experts, guide enterprises to investigate and manage hidden dangers by themselves, carry out root cause analysis, improve control measures, and enhance their risk awareness.”
