The Fifth Members' Congress of the China Chemical Safety Association Held in Yantai
On May 27, the Fifth Members' Congress of the China Chemical Safety Association was convened in Yantai, Shandong Province.
Hu Minglang, a member of the Party Committee and Vice Minister of the Ministry of Emergency Management, attended the meeting. He emphasized that the entire industry should unite and focus on the overall national safety concept, closely align with the national deployment of hazardous chemicals safety supervision, closely monitor major hazards and other significant risks, eradicate the problem of "repeated inspection and repeated violations," promote the empowerment of digitalization and intelligence, and take more practical and effective measures to consolidate the positive development trend of hazardous chemicals production safety. Hu Minglang affirmed the support role that the China Chemical Safety Association has played over the years in promoting the continuous improvement of the national hazardous chemicals production safety situation by providing expert guidance services to ensure the "last mile" is unobstructed, promoting safety concepts to take root in the grassroots through "teaching and solving doubts," and driving "turning danger into safety" through publicity and exchange. He hopes that the association will continue to be a doer and a practitioner, and make new achievements, realize new improvements, and create a new situation in expert guidance services, production safety consultation, advancing the construction of safety standards and norms, establishing and strengthening ecological support systems, and strengthening its own team building.
A Head of relevant departments and bureaus of the Central Department of Social Work expressed the hope in his speech that the China Chemical Safety Association, under the leadership of the new board of directors and with the support of all member units, will adhere to and strengthen the comprehensive leadership of the Party, and integrate the Party's leadership into all aspects and processes of the association's operations; keep the "two overall situations" in mind and focus on "major national concerns," consciously plan and implement the association's work within the overall situation of the Party and the country's cause; adhere to running and governing the association in accordance with the law, further improve the internal management system with the constitution at its core, and provide institutional guarantees for the high-quality development of the association.
The congress elected the Fifth Board of Directors and the Supervisory Board of the China Chemical Safety Association. Subsequently, at the first meeting of the Fifth Board of Directors and the first meeting of the Fifth Supervisory Board, a new leadership body was elected. Wan Tao, a member of the Party Group and Deputy General Manager of China Petrochemical Corporation, was elected as the chairman; Lu Nianming, Ma Xinni, Yu Zhongcheng, Hao Jun, Qiu Shaolin, Xiao Maolin, Xu Kaiyu, Bai Xinping, Nie Ningxin, Dang Wenyi, Wei Lijun, Liu Wenjie, Chang Xuehua, Hu Baishan, Zhang Shian, Wang Zhongjie, Chen Yifeng, and Li Bin were elected as vice chairmen, with Ma Xinni also serving as the secretary-general; Wang Zuoqing was elected as the chairman of the supervisory board.
On behalf of the new board of directors, Wan Tao made a statement. He emphasized that as a national industry association in the field of safety, the China Chemical Safety Association must confront the new challenges of hazardous chemicals production safety head-on. It should plan and advance its work with a higher standpoint, a broader vision, and greater intensity. It should closely follow the key tasks of hazardous chemicals safety supervision by the Ministry of Emergency Management, continue to deepen expert guidance services, further improve the hazardous chemicals production safety standards system, steadily advance chemical process safety management, and truly take on the important responsibility of ensuring the safe development of the chemical industry, making efforts to contribute to a safe China.
The congress also reviewed and approved the work report of the Fourth Board of Directors, the financial report of the Fourth Board of Directors, the work report of the Fourth Supervisory Board, the revision of the association's constitution, as well as two systems: the self-discipline convention for member units and the professional ethics code.
The president of the China Environmental Protection Industry Association, Guo Chengzhan, and the vice president of the China Fire Association, Niu Yueguang, attended the meeting to offer congratulations. The meeting was presided over by Ling Yiqun, the chairman of the Fourth Board of Directors of the China Chemical Safety Association. More than 400 representatives from member units attended the meeting.
