The First Local Expert Training Program for Hazardous Chemicals Management in Key Counties in 2025 Held in Lanzhou New Area

In order to promote the development of local expert team in key counties involving hazardous chemicals, the first training course for local experts in key counties in 2025 was held in Lanzhou New Area, Gansu Province from April 8th to 11th. Luo Yaozong, member of the Party Working Committee and deputy director of Lanzhou New Area Management Committee, attended the opening ceremony and delivered a speech, and Cheng Changjin, Chief Engineer of China Chemical Safety Association (CCSA), presided over the opening ceremony. 215 local experts from 24 key counties in 12 provinces, autonomous regions and the Xinjiang Production and Construction Corps participated in the training.

Focusing on the annual key work and the requirements of expert guidance services in key counties involving hazardous chemicals, this training interpreted policy documents such as Key Points of Hazardous Chemicals Safety Supervision in 2025 and Guidance Catalog of Key Issues for Safety Production Enforcement and Inspection of Hazardous Chemicals Firms in 2025. It also discussed the workflow of expert guidance services and the 2025 safety risk and hazard inventory for companies in key counties. The training addressed common questions in guidance services related to safety, process, equipment, and electrical instruments, guided local experts to understand the guidance service process, identified key points for hazard inspection, and analyzed the underlying causes of hazards, to improve experts’ capabilities in locating hazards and guiding hazard rectification.

During the training, 25 government supervisors from all over the country visited the Smart Management Center and the training base in the chemical park in Lanzhou New Area, inspecting the functional zone of the base including chemical equipment operation and maintenance and chemical process safety training. During the visit, they shared the safety supervision experience for mutual learning.

 

The training has been widely recognized by local experts, who generally reflected that the training has enhanced their understanding of the key work, guidance service approaches, and standards for hazardous chemicals and strengthened their capabilities to solve practical work safety problems.
